The Office of Community Development Services helps Davis grow responsibly by guiding residents, business owners, and developers through city planning, permits, zoning, and public projects. We ensure construction and land use meet local codes, state regulations, and community standards, keeping projects safe, compliant, and on track while supporting a safe, vibrant, and welcoming place to live, work, and visit.

Development Services FAQs

    • Building permits are required for building new structures or enlarging, altering, or moving existing buildings.

    • Registration ensures contractors are licensed, insured, and qualified, protecting residents and businesses and ensuring safe construction.

    • Registration is required for Electrical, Plumbing, and Mechanical Contractors and Journeymen. Contractors and their Journeymen need a valid contractor license through the State of Oklahoma and a valid photo ID at the time of application, along with payment.     • Building projects will not be approved without actively registered MEPs contractors.

    • A Sub-Contractor Compliance Letter is required for each contractor upon completion of work on a project. This will be due prior to the final inspection and before the Certificate of Occupancy is issued.

    • Contact the Community Development Services Department by calling Davis City Hall at 580-369-3333. Staff can confirm whether your project meets zoning or building permit.

    • Processes may vary between residential and commercial projects.

  • Construction without a permit may result in fines, stop-work orders, or removal of the structure. Always get approval before starting.

    • Yes. Any development in a floodplain - including buildings, fill, or grading - requires a Floodplain Development Permit in addition to other building permits required for residential and commercial projects.

    • Floodplain Development Permits ensure safety, reduce flood damage, and maintain participation in FEMA’s National Flood Insurance Program (NFIP).

Community Permitting FAQs

    • Garage sale permits are required in Davis city limits. Apply at City Hall. The fee is $5. cash or check.

    • Garage sale permits shall be conspicuously posted on the premises at all times during the garage sale.

    • Garage sale permits allow a garage sale for up to three consecutive days, beginning no earlier than 7:00 AM and ending no later than 10:00 PM.

    • No garage sale shall be held within 300 feet of any ongoing worship service.

    • Only one garage sale per premises is permitted in a 30 day period.

    • Solicitor’s and Peddler’s must secure a city permit by completing and application and providing required documents, including:

      • State Sales Tax permit,

      • Copy of vehicle insurance;

      • Photo of person or persons to be selling;

    • Payment of $350 per day at least 24 hours in advance of intended door-to-door sales.

    • A licensee may sell or solicit or take orders between 9:00 AM and 5:00 PM. Selling or soliciting is prohibited on Saturdays and Sundays.

    • A Solicitor’s and Peddler’s Permit is required for all temporary or permanent food trucks. Pricing and requirements are all listed on the Application for Solicitors and Peddlers Permit.

    • The Application for Solicitors and Peddlers and all applicable accompanying documents must be submitted and approved 24 hours prior to setup.

    • The City of Davis abides by the Oklahoma State Department of Health Rules and Regulations for Food Establishments, including mobile food and drink vendors.

    • A Peddler’s and Solicitor’s permit is required when persons, groups, companies, or organizations engage in hawking or other peddling or soliciting in the streets or other public places, or from door to door, or in the selling of  any article of trade or commerce from any street, automobile, cart, wagon, pack, basket, or in any manner.

    • Complete Solicitor’s and Peddler’s Permit Application and return with ALL required documents to city hall with payment of cash or check.

  • To apply for special event/parade permit, complete the Special Event Permit Application‍ and attach all required accompanying documents. Return to city hall with payment of cash or check. Staff will be in contact to let you know if your permit has been approved.

Planning Commission

The Planning Commission for the City of Davis, Oklahoma, plays an important role in guiding the community’s growth and development. The Commission reviews and makes recommendations to the City Council on matters such as zoning changes, subdivision plats, rezoning requests, and updates to the City’s comprehensive plan. By evaluating proposed land uses and development projects, the Planning Commission helps ensure that growth in Davis is well-planned, consistent with city regulations, and supports the long-term vision for the community.

Board of Adjustment

The Davis Board of Adjustment is a quasi-judicial body that applies and interprets the City of Davis zoning regulations. The Board hears requests for variances, special exceptions, and appeals of zoning decisions, providing a fair process for property owners when unique situations or hardships arise.

Acting under the Davis Municipal Code and Oklahoma state law, the Board conducts public hearings, reviews evidence, and issues decisions based on established criteria.
